(NS)/Moderate RiskOVERVIEWThe Smithsonian Environmental Research
Center (SERC) is a research institute of the Smithsonian
Institution dedicated to ecological and environmental research and
education. This position is responsible for the management and
oversight of the operations of the Smithsonian Environmental
Research Center. The incumbent reports to the Director and is
responsible for all support activities, including budget and
financial planning and management; procurement and contracting
oversight; human resources management; facilities, security, safety
and occupational health support; travel policy implementation and
compliance, oversight of information management technology systems,
Professional Training (Fellows, Interns and Volunteers) and housing
coordination.DUTIES AND RESPONSIBILITIES
- Incumbent serves as the principal advisor to the Director on
operational policies and resource allocation in the Environmental
Research Center.
- Maintains a close working relationship with the Center's
Directorate staff and SERC supervisory staff to assure the
integration of intermediate and long-range program plans that
further the Center's goals.
- The incumbent supervises administrative and support services
staff in Finance and General Admin, Information Technology, Travel,
Safety and Professional Training and Volunteer Management.
- The incumbent works with the director to analyze needs and to
set priorities.
- Oversees human resources management for the Center, including
position management, recruitment and staffing, performance
management, and training.
- Serves as the EEO Officer for the Center, establishing an
atmosphere of proactive compliance with EEO policies and
procedures.
- Oversees the budget allocation process and monitors the
execution of the Federal and Trust budgets throughout the fiscal
year.
- Manages administrative assistance and support in the
preparation of sponsored research proposal budgets.
- Supervises SERC information technology operations, including
budgeting, acquisition and upgrading of hardware and software.
- Provides guidance and oversight to SERC's Professional Training
and Volunteer Management programs.QUALIFICATION REQUIREMENTS
- Incumbent has a wide range of knowledge of Federal and
Smithsonian operational policies and procedures, particularly with
respect to management of a vigorous extramural sponsored research
program.
- Knowledge of the Federal budget formulation and execution
process, including all applicable policies and
regulations.Education completed outside the United States must be
deemed equivalent to higher education programs of U.S. Institutions
by an organization that specializes in the interpretation of
foreign educational credentials. This documentation is the
