Program Evaluator - EPAThe Position:The Environmental Protection
Agency (EPA) seeks a highly skilled Program Evaluator to support
agency program evaluation and evidence-building activities. The
Program Evaluator will help implement program evaluation activities
and provide technical assistance and support to EPA programs such
as the Greenhouse Gas Reduction Fund and help regions to improve
their capacity to meet their evidence building goals. A significant
portion of the role will involve the development of Information
Collection Requests to support data collection
activities.Responsibilities:
- Conduct comprehensive program evaluations, including impact,
outcome, and process evaluations, with a particular emphasis on
modeling environmental impacts.
- Design evaluation approaches to address specific questions on
program effectiveness and efficiency.
- Create performance reporting and evaluation Information
Collection Requests (ICRs) as well as resources or templates to
assist programs with developing future ICRs.
- Develop draft instruments and assist in material finalization
of any information and documentation needed for the creation of
program evaluation ICR packages.
- Assist in the provision of ICR burden calculations by
consulting with potential respondents and/or with EPA staff.
- Develop visual aids, such as charts and graphs, to effectively
communicate complex data and evaluation outcomes.
- Prepare comprehensive evaluation reports, summarizing findings,
conclusions, and recommendations.
- Provide technical assistance, research, training, and analysis
to support agency program evaluation and evidence-building
activities.
- Explore reasons for variances between program accomplishments
and objectives.
- Facilitate discussions on lessons learned from program
experiences.
- Promote management decisions based on environmental data and
other results.
- Support program evaluation efforts including organizational and
process analysis, benefit-cost analysis, and cost-effectiveness
analysis.
- Design surveys to gather relevant data.
- Assist programs in developing logic models.
- Conduct program evaluations using logic models or learning
agenda processes.
- Collect, manage, and analyze quantitative and qualitative data
from multiple sources.
- Utilize statistical software and evaluation tools to develop
models, analyze data, and interpret results.
- Ensure compliance with EPA's Evaluation Policy, Open Data
Policies, and Scientific Integrity Policy.The Ideal Candidate:
- Bachelor's degree in a relevant field (social sciences, public
policy, etc).
- Master's degree or Ph.D. in Economics, Environmental Sciences,
Social Sciences, or a related field (preferred).
- Minimum 5 years experience in program evaluation.
- Experience developing federal Information Collection Requests
and familiarity with Paperwork Reduction Act (PRA) requirements
(preferred).
- Proficiency in statistical analysis software (e.g., SPSS,
STATA, R) and qualitative data analysis tools.
- Experience with economic and/or environmental modeling
techniques.
- Experience working with federal agencies (experience with EPA
preferred).
- Program evaluation certification (preferred).
- Knowledge of relevant policies and regulations governing
program evaluations.
- Excellent communication and interpersonal skills for
collaboration with stakeholders.
- Strong analytical and problem-solving abilities with keen
attention to detail.
- Ability to work independently and collaboratively in a team

- The salary range for this role is $95,000 - $155,000.
- Remote or Hybrid Opening.
- Exempt role.
- Expected travel 0-10%; may increase based on business
needs.

- Light Carrying: Physically transporting items weighing less
